Speakers Mr. Neale H. Bergman

Neale H. Bergman is a Senor Legal Officer with the UNCITRAL secretariat. Prior to his appointment, Mr. Bergman served as an Attorney-Adviser in the United States Department of State’s Office of the Legal Adviser. In that role, he advised on legislation and foreign assistance matters (2024-January 2025), economic and business affairs, including international financial institutions and sovereign debt matters (2021-2024), management and diplomatic security (2019-2021), and international claims and investment disputes (2009-2014). With respect to the latter, he represented the United States in State-State and investor-State arbitrations and served on the U.S. delegation to UNCITRAL Working Group II during the development of the UNCITRAL Rules on Transparency in Treaty-Based Investor-State Arbitration. Mr. Bergman also served as a Legal Officer at UNIDROIT (2014-2019), where he was the secretary for the working groups that developed the 2016 UNIDROIT Principles of International Commercial Contracts, the UNIDROIT Legislative Guide on Intermediated Securities, and the UNIDROIT/IFAD Legal Guide on Agricultural Land Investment Contracts.
