Mr Phang Hsiao Chung holds concurrent appointments as Deputy Registrar of the Supreme Court, Divisional Registrar of the Singapore International Commercial Court, and District Judge.

He served in various capacities in the Singapore Judiciary from November 1992 to June 2003, including as a trial judge for civil, criminal and family proceedings in the District Court, and as an Assistant Registrar of the Supreme Court.  From February 1999 to September 2002, he was concurrently Executive Director of the Singapore Mediation Centre.

From July 2003 to December 2018, he served as a legislative drafter in the Attorney‑General’s Chambers, where he rose to be Senior State Counsel, and specialised in legislation relating to the courts, civil and criminal procedure, the legal profession, intellectual property, financial services and securities, and employment.

He rejoined the Singapore Judiciary in January 2019.
