Mr K Shanmugam is the Minister for Home Affairs and Minister for Law. He was first appointed to the Singapore Cabinet in May 2008.

Mr Shanmugam has been the Law Minister since May 2008 and, concurrently since October 2015, also the Home Affairs Minister. Between 2008 and 2015, in addition to being the Law Minister, Mr Shanmugam was concurrently:

  1. Second Minister for Home Affairs, May 2008 – October 2010;
  2. Minister for Home Affairs, November 2010 – May 2011;
  3. Minister for Foreign Affairs, May 2011 – September 2015;

As Minister for Law, Mr Shanmugam has overseen major developments of Singapore’s legal industry and sector. The arbitration regime was reformed to transform Singapore into a leading arbitral seat; and international law practices were encouraged to collaborate with and anchor regional work in Singapore. The Singapore International Commercial Court and the Singapore International Mediation Centre were also established, further positioning Singapore as a premier dispute resolution hub. The Singapore Convention on Mediation – the first United Nations treaty named after Singapore – was successfully adopted in 2018, with 46 States, including China, India, and the United States, signing it when it first opened for signature.
