As the Singapore International Arbitration Centre’s (SIAC) Chief Executive Officer, Gloria works closely with the Chairman and the Board in formulating and fulfilling the vision and strategies for SIAC, and is responsible for the overall management and operations of the institution.

Gloria was previously the Director of the Legal Industry Division in Singapore’s Ministry of Law and concurrently held the statutory appointment of Director of Legal Services, heading its Legal Services Regulatory Authority. As Director of the Legal Industry Division, she oversaw the development of Singapore’s legal sector, as well as the development and promotion of the international dispute resolution regime in Singapore. In 2008, Gloria was awarded the Public Administration Medal (Bronze) for her contributions as General Manager of the Community Mediation Unit. In 2016, she was awarded the Public Administration Medal (Silver) for her contributions as Director of the Legal Industry Division.

Gloria also headed the Singapore delegation involved in the United Nations Commission on International Trade Law (UNCITRAL) Working Group II (Dispute Settlement) discussions from 2019-2021. Gloria is experienced in legal policy, alternative dispute resolution and community mediation.

She graduated from the National University of Singapore (NUS) and is called to the Singapore Bar. She also holds a Graduate Certificate in International Arbitration from NUS and an LL.M from Harvard University.

By registering for the Riyadh International Disputes Week 2025 (“RIDW25), you agree to the following terms:
  • Registration Fees: Once paid, event registration fees are non-refundable, non-cancellable, and non-transferable. Fees are valid exclusively for entry to RIDW25.
  • Promotional Codes: Any promotional codes are personal to the individual or entity to whom they were provided and are non-transferable. Individuals or entities other than those specified are ineligible to apply or use these promotions. The Saudi Center for Commercial Arbitration (SCCA) and the RIDW25 Organizing Committee reserve the right to deny or cancel the registration and entry of anyone who attempts to use a promotion for which they are not eligible. Paid amounts will not be refunded if denied or canceled registrations
  • Media Consent: By attending any RIDW24 event, you waive any rights to object to your appearance in media coverage related to the event, including photos, videos, and television. This applies whether captured directly by the event host or by other media present.
  • Photography Permission: By accepting these terms and conditions, you grant permission for the SCCA, RIDW25 Organizing Committee and the Event Organizers to take photographs during the conference and events which may be used for marketing and promotional purposes. If you do not wish to be photographed, please inform the event organizers beforehand.
  • Post-Event Communciation: By accepting these terms and conditions, you grant permission for the SCCA, RIDW25 Organizing Committee and the Event Organizers to contact you after the events regarding services and opportunities that may be of interest to you.
