Dimitrios Tousiakis is a Testifying Delay Expert and Partner of HKA, based in Dubai. He is a Chartered Civil Engineer and an Accredited Expert Witness by RICS and The Academy of Experts. Dimitrios specialises in providing delay expert witness testimony for arbitrations, adjudications and in litigation in relation to construction disputes.

He has been appointed numerous times as independent Delay Expert Witness for ICC, UNCITRAL, DIAC, DIFC-LCIA, ADCCAC arbitrations and adjudications and has been cross-examined by KCs during hearings, on dispute values of up to US$800m. He has provided independent expert opinion to contractors and employers on some of the world’s largest hotel buildings, airports, oil refineries and power plants with values up to US$1.8bn

Dimitrios is recognised in several Lexology (Who’s Who Legal) categories, and notably as a Global Elite Thought Leader in the Construction Expert Witnesses category. Clients and peers describe Dimitrios as "one of the best delay practitioners across the globe" and praise his performance during cross-examination.

Dimitrios has a combination of office and site experience and has worked as an Engineer in both consultancy and contractor environments. Throughout the years, he has acquired experience and responsibilities in all stages of the project lifecycle from tendering to design, construction, and supervision, through to certification and dispute resolution.

  • Registration Fees: Once paid, event registration fees are non-refundable, non-cancellable, and non-transferable. Fees are valid exclusively for entry to RIDW25.
  • Promotional Codes: Any promotional codes are personal to the individual or entity to whom they were provided and are non-transferable. Individuals or entities other than those specified are ineligible to apply or use these promotions. The Saudi Center for Commercial Arbitration (SCCA) and the RIDW25 Organizing Committee reserve the right to deny or cancel the registration and entry of anyone who attempts to use a promotion for which they are not eligible. Paid amounts will not be refunded if denied or canceled registrations
  • Media Consent: By attending any RIDW24 event, you waive any rights to object to your appearance in media coverage related to the event, including photos, videos, and television. This applies whether captured directly by the event host or by other media present.
  • Photography Permission: By accepting these terms and conditions, you grant permission for the SCCA, RIDW25 Organizing Committee and the Event Organizers to take photographs during the conference and events which may be used for marketing and promotional purposes.
