Title: “The Role of the State as Regulator and Interested Party – Investment Treaties, Special Economic Zones, Extraterritorial Laws, and Sovereign Immunities (followed by Networking Reception)". 

Description: We propose to hold in-depth back-to-back panels followed by a networking reception that will be centered on one overarching theme: "The Role of the State as Regulator and Interested Party".  Building on the work of our leading disputes practice internationally and in the KSA, we propose to address this topic from various vantage points and with a focus on matters that will be of particular interest to stakeholders in the KSA and the Middle East.  In particular, we plan to address the role of the State from the perspective of investment treaties and international arbitration, special economic zones, cross-border investigations in the context of extraterritorial laws (e.g., anti-bribery and economic sanctions laws), as well as sovereign immunity (given the particular relevance of this issue to state-owned entities and sovereign wealth funds, such as PIF).  We have carefully reviewed the scheduled events for RIDW 2025 and believe this proposed theme would be a beneficial addition to the other interesting topics that are on the agenda.  Further, in order for the event to be as stimulating as possible, we plan to invite reputed speakers from both abroad and the KSA, including leading disputes practitioners, scholars, and current and former government officials.
